Israel China Working Group

The Israel China Working Group was formed to investigate one of the greatest threats facing both America, Israel, and the US-Israel relationship: the rise of China. Participants in the group are exceptional young and mid-career professionals with a career focus on China or the US-Israel relationship. The group met for weekly discussions and policy briefings over Summer 2022 and will continue their work in the coming of months with a series of original policy papers and essays.

Director - Harry Halem


Harry Halem is the Foreign and Defense Policy Fellow at Policy Exchange, a leading think-tank in the U.K. Harry was a 2021-2022 Krauthammer Fellow and a 2019 Beren Summer Fellow. He teaches frequently for Tikvah.

Daniel Sonnefeld


Daniel Sonnenfeld is a graduate student at the Hebrew University of Jerusalem's Middle Eastern Studies department, where he researches nationalism, culture and their impact on the Israeli-Palestinian conflict. He is also a journalist covering geopolitical, social and economic news in the MENA region and a current affairs analyst at the Cambridge Middle East and North Africa Forum.

Talia Katz


Talia Katz is a program officer at a private foundation in New York City. Before serving in her current role, Talia was a government relations analyst and Public Interest Fellow at the Foundation for Defense of Democracies.

Captain (Res.) Tuvia Gering


Captain (Res.) Tuvia Gering is a research fellow at the Jerusalem Institute for Strategy and Security (JISS), specializing in Chinese security and foreign policy. Prior to joining the JISS, Gering was a research-analyst at the Israeli Chinese Media Center (CMC) and a special lecturer in Chinese to PRC guests of the Ministry of Foreign Affairs. Gering has published in peer-reviewed journals, with bylines on Middle East Institute, Jerusalem Strategic Tribune, Tablet Magazine, Sinocism, SupChina, Asia Times, Israel Defense, as well as other international media, with quotes in major publications. Gering holds a B.A. in East Asian Studies from the Hebrew University of Jerusalem (summa cum laude) and an M.P.H in Disaster and Emergency Management from Tel Aviv University (summa cum laude).

Daniel Sorek


Daniel Sorek is an Associate on the Cyber Regulatory, Policy, Strategy team within the CISO’s office at Goldman Sachs. In his role, he advises on the implementation of cyber controls and other strategic efforts to prevent cyber and information security incidents within the firm. He began a path in cyber and national security after beginning his career in investment banking with TD Securities. Prior to joining Goldman Sachs, Dan worked on New York City Cyber Command’s (NYC3) threat intelligence team, where he was tasked with advising the agency’s senior leadership on the role that local governments can play in countering state-sponsored influence operations and disinformation. This experience led him to write a white paper, “Localized Infektion.” Dan holds a Master’s of International Affairs in international security policy from Columbia University, where he served as a senior editor of the Journal of International Affairs Politics of Protest issue that included contributions from a Joshua Wong, a U.S. senator, and leading researchers. He received his Bachelor of Commerce from McGill University.

Dr. Raphael BenLevi


Dr. Raphael BenLevi heads the Churchill Program for Strategy, Statesmanship and Security at Tikvah Fund Israel. He is also a Postdoctoral Fellow in the School of Political Sciences at the University of Haifa and he lectures at the IDF Military Command Academy. His research explores the influence of worldviews, values and identity on strategic thinking in Israel and in the United States. His research has been published in academic journals including the Texas National Security Review and Comparative Strategy, as well as by the BESA Center, Jerusalem Post and Tikvah’s Hebrew journal, Hashiloach. Raphael completed his MA in Government at IDC and his PhD at Bar Ilan University. He served for 7 years as an officer in IDF Intelligence and in IAF Headquarters. He has been a visiting researcher at Georgetown University in Washington D.C., and a research fellow at the INSS and at the Kohelet Policy Forum.

Nitzan Foucks


Nitzan Foucks is Senior Geopolitical Analyst at Infinity Investment Group in Israel. He is the author of "Red Empire: Understanding China and the Future of the Global Order". Foucks manages the "The Great Game" site and podcast. He is also an advisor in the Ministry of Defense, and a writer at Makor Rishon, a newspaper in Israel.

Kennedy Lee


Kennedy Lee is the special assistant to the director of the Krach Institute for Tech Diplomacy at Purdue. She holds a BA in Russian Language & Civilization and Political Science from the University of Wisconsin-Madison and has completed graduate-level coursework in the Comparative Politics of Eurasia at the Higher School of Economics. Previously, Kennedy spent an academic year studying intensive Russian language in Almaty, Kazakhstan, directed the campus outreach program and events at Providence Magazine, and held summer fellowships with the Hertog Foundation, American Enterprise Institute, and the Tikvah Fund. Throughout her undergraduate studies, she worked as the legislative assistant for a member of the Wisconsin State Assembly. Kennedy is a native of Fennimore, Wisconsin.

Daniel J. Samet


Daniel J. Samet is a Ph.D. student in History at the University of Texas at Austin and a Krauthammer Fellow with the Tikvah Fund. He is working as a Foreign Policy Fellow in the Office of Senator Tom Cotton this summer. Daniel has written about the U.S.-China-Israel triangle in Foreign Policy, the Wall Street Journal, and the National Interest. He holds an M.A. from the Hebrew University of Jerusalem and a B.A. magna cum laude from Davidson College.

Ben Noon


Ben Noon researches and writes on the US-China relationship. Previously, he was a research assistant the American Enterprise Institute and the Center for Strategic and Budgetary Assessments. Ben was also a Public Interest Fellow. He is a masters candidate in Security Policy Studies at George Washington University. Ben's work has been featured in War on the Rocks, RealClearDefense, American Purpose, and the Hill, among other outlets.

Madison Sparber


Madison Sparber is a research assistant at the Center for Strategic and Budgetary Assessments. Her work focuses on East Asian security and Chinese military modernization. Previously, she served in the Secretary of State’s Office of Policy Planning, where she helped draft, edit, and translate Mandarin sources for the Secretary's seminal report “Elements of the China Challenge.” Her prior experience also includes work at the Senate Armed Services Committee and defense consulting firm Systems Planning and Analysis, Inc., focusing on defense strategy and legislative affairs. In addition to her current role at CSBA, she is a graduate student at the Naval War College, earning a Master of Arts in Defense and Strategic Studies.

Andrew Gabel


Andrew Gabel is a J.D. candidate at Duke University School of Law. Prior to entering law school, he served as a special advisor to Sen. Tom Cotton (R.–AR). In this capacity, he provided policy analysis on numerous national security issues relating to China, the U.S. industrial base, U.S. advanced technology strategy, and U.S.-Sino economic integration. Before joining Sen. Cotton’s office, he worked as a research analyst at Foundation for Defense of Democracies (FDD) in support of FDD’s Center on Military and Political Power. He started his career at the Bechtel Corporation, where he worked in the firm’s global treasury and corporate finance group. Andrew graduated magna cum laude from Kenyon College, where he earned his B.A. in Political Science.

Angélique Talmor


Angélique Talmor is a student at the Harvard Kennedy School. She is French-American-Israeli, and has worked for the French government in the ministry of the Interior and Defense, as well as a Public Consultant at Capgemini. Angélique is interested in writing on the rise of left-wing antisemitism in the West, as well as on Israeli Foreign Affairs. Angélique holds a BA summa cum laude from the University of Florida and an MA in International Public Management from Sciences Po Paris. She is also an alumnus of the Hudson Institute Political Studies Program.
