Seth Higgins

Seth Higgins is an experienced public servant who specializes in local government and rural issues in the United States. While receiving his Master’s degree at Brown University, Seth devoted his graduate consultancy to zoning reform in his hometown of Saint Marys, Pennsylvania while also studying deaths of despair in Appalachian communities. Since then, Seth has served as an interim City Councilman and later accepted an appointment as Chief Clerk in Elk County. Along with fellow like-minded elected leaders and public servants, Seth has striven to bring conservative thought and public policy to rural Pennsylvania. Seth received his bachelor’s degree from the University of Pittsburgh and enlisted in the U.S. Air Force after high school. He served as a C-17 Loadmaster and is a veteran of Afghanistan and other post 9/11 conflicts. When not studying the history of conservatism in America, Seth can be found listening to the latest pop music, exploring new bars and restaurants, or struggling to find something to watch on one of the countless streaming services.
